I append "-force-renderer-accessibility" at the end of start page URL, not popup window url. The popup window opens by clicking a button on main page. the popup window (it is a search window with a lot of fields, not a simple alert/confirm popup)can not be spied with Browser mode only, other modes works on this popup.
The difference is I am using 64bit Window 10 and VM has 64 bit Window Server 2016. Click Close to close the Pop-up Blocker Settings dialog box.I am using BP v6.10.0/Chrome v.198/extension v6.10.0 on my local, it is the same environment that have on VM.The selected website is added to the list of Allowed sites. Copy and paste into Address of website to allow field.The Pop-up Blocker Settings dialog box opens. From the Tools menu, select Pop-up Blocker → Pop-up Blocker Settings.

From the Safari menu, choose "Preferences." and click the Security tab. You can use a keyboard shortcut: shift-K. To block pop-ups once again, check Block pop-up windows in the Safari menu.
